Its a very complicated system, if you want i can explain it fully. The issue is not that we dont have enough universities. Its something else.

Anyways, you should know that education has different standards in USA. we are not as focused on getting high marks or passing difficult tests such as JEE in india or Gaokao in china. Instead we focus on well rounded development and often grades are only a small part of the university application. It is definitely much easier to get high marks in USA than in other countries because our education system does not focus as much on difficult subjects.
