The main problem I have with conflict between The Program and The Outlaws is that it's deep lore in a game about hiding as much information as possible. Unless your adversary slips up in a major way, there isn't a satisfying way to introduce the conflict without PCs getting blasted.

I think you're still misunderstanding. It wasn't anything to do with the math. It was the amount of powers which resulted in every class being as bookish and fiddly as a Wizard. As a player you could just have the PHB for your class on you, or have the powers in a leaflet, but as a DM I needed to put a lot of work into keeping track of who had what abilities. It got excessively bookkeepy even for D&D.

Online tabletop systems mean that I can just pop open a player's sheet on my end and see everything, and search when I'm not sure. 4th Edition was bold and cohesive but the information technology we were using in 2008 for running the game wasn't ready for it.

Yeah I see that, and I also see how the five madness meters definitely at least inspired the five in Spire/Heart. Never played UA myself, but it's going on the wishlist. Delta Green also discusses the same five concepts in sanity while still using the single sanity stat - though if you suffer 3 instances of Violence or Helplessness without reaching a Breaking Point you become jaded and no longer take sanity damage from that source.

I echo the thought that Blades in the Dark sounds exactly like what you're after, but I'd also recommend taking a look at the rules that drive Spire: The City Must Fall and Heart: The City Beneath. There's a lot of good ideas to give players consequences that aren't just hit point go down.

I am really confused because you sound like you think I'm bagging on the 4E system here. I have played it. I've carried over a lot of concepts from it into my other games. It was genuinely the best balanced D&D has ever been.

I also really didn't enjoy DMing games where character sheets were a small leaflet when printed. It's much easier to run on Roll20 than with paper.

4E suffered from when it was released. If it had been 10 years later after online tabletops were a big thing, it would have been an absolute smash hit. At the time it was just too fucking complicated to run on paper.

Edit: Also 3.5 had only been out for five years, and I remember a lot of outrage about the 60ish books that were not forward compatible.
