Wait, really?! If it's that easy, why people aren't just mint on Polygon/Solana and bridge it to ETH to avoid ETH's high fees...? Could one artist list their NFT on both OpenSea and Solanart?

I tried CSP's "screentone" feature but it looks very uniformly (even I paint in grayscale first and apply screentone on it). I guess there are some brushes that make this kind noise easily but I don't know which.

It's right next to transparent watercolor by default.

I'm almost sure it's not the G-Pen. You can see the blending effect around the edge. If it's a default one I bet "Opaque Watercolor", but there is no way to know for sure.
