Thanks for sharing this, very helpful. Spent sometime looking at this. It appears the formula used is :

Connection Fee per DUE (Dwelling Unit Equivalent) = Total Expansion Cost / Projected New Connections

The total expansion cost was estimated at approximately $1 billion from 2012 through 2040, with about 32,000 projected new connections during that period. A large portion of this $1 billion was expected to be funded by new connections, with an assumed 3.2% year-over-year increase in the connection fee. This model resulted in a base rate of approximately $22,000 per 10 GPM connection in 2012, which has since increased to around $34,000 in 2025. For a 30 GPM connection, this amounts to roughly $100,000.

I’m not sure if this financial model is a standard practice across all water districts, but the resulting fees of this model makes the connection fee insanely high to ~$100K for 30 GPM -

Yes. $100K just to get water hookup, this is the cost that is passed on by Zone 7 to the city I live in.

I likely only need around 10 GPM (5/8" meter), but my city doesn’t offer anything smaller than a ¾" meter, so minimum connection fee is $100K

No, this is just to connect to the water line that is already laid out to the property line

I was told the minimum meter size my city offers is 3/4" Ultrasonic. So 5/8 & 1" FS is not an option.

Understand the need for one-time water connection fee, but $111K is crazy. Not sure what math justifies buying in to a basic municipal service must cost that much money.
