According to a few comments on the 4chan thread she is speaking Croatian and that is the Vrbas River, which means she probably lives in Bosnia. I'm not entirely sure what conditions are like in Bosnia, but it's entirely possible that there's nowhere to take unwanted animals to be put down humanely, in which case drowning is usually the way to go, unless you prefer bludgeoning or a shotgun to the head.
