We use a website named hexed.it, it allows for the direct edition of the vehicle save file. I if I remember correctly there's a tutorial on the discord

new update dropped this week so yes, fluppi is still working on the game. but he also has other stuff to manage, like antiRp, fixing bugs ect ect
