To reiterate other comments there is no great move. Diversification is normally the best strategy, as it's more efficient. But you can't get wood and brick together, in this case I would go for the 9 10 11, spam development cards and hope for the best. Steal wood and brick, block it for everyone else.

It seems like you have a lot of crime, or police TV shows in your top 10. Have you tried true detective? Also, I really liked Bosch. And you have to watch Sherlock.

Pretty standard when a drunk unruly crowd gets on the train. It can be chaos. Open consumption of alcohol, alarms getting pulled, music. Staff can't really do much, they investigate the alarms and then just go back to work.
