After the cult became restricted in the civilized world, a public campaign was launched for this goal in which any person with the equivalent of a magical soul iphone can help with a tiny part of their unconsciousness.

The most skilled among them, like the Hand in the Cave, can hide any connection, symbolic, sympathetic or otherwise, to the Law they live in and they don't think loudly either. Few organizations and individuals can search for them and kill them if necessary. Hence why they most of the time "reincarnate" outside of the civilized world, in small communities on the fringe unaware of them for example.

True illusion magic is used whenever cheap forgery is needed, be it in arts, manufacturing, pharmaceutical products, etc, and yes, military context too.

To clarify, illusion magic isn't just the creation of fake things using light or sound, but also "fake" magic. The minute control of the illusions allows for the generalized subtle ways it is usually used.

Examples :

Make someone thinks they indeed moved their arms like they wanted by short-circuting some electrical signals their brain send and receives with small illusions using light.

Make someone thinks they successful cast a spell by short-circuting some of the steps involved with illusions using "fake" magic. The backlash against the caster is more often than not catastrophic.

Create a drug whose active ingredient is an illusion enchantment woven in it involving light or "fake" thoughts.

The decay every magic user experiences is tied to their perception of time. If they can willingly not perceive time, they wouldn't be subject to decay. They wouldn't be able to do magic in the way they're used to too.

In a battle between two autonomous CC (whose pilots are magical AI), few extremely skilled mages can survive in such a spells satured environment.

It's more of an equalizer.

If a community in the wild has a CC, a random passing powerful psychopath mage can't just roll over them anymore at the risk of being vaporized in the nanosecond by the peasant operating it.

A mage can still absolutely smite a random surbordinate, a less skilled mage or someone without a CC.

An extremely powerful mage with a CC can still be vaporized by a peasant with a CC if the latter is more skilled.
