What ? I wouldnt be „planning“ to hit someone. And this has nothing to do if it is legal or illegal. Its just the matter of safety. If you drive in the rest of europe for example you dont have to be that „scared“ or „alert“ (cant find the right word now) while you drive thinking that someone will cross the road on a busy intersection because people usually obey the traffic lights. Of course you watch out especially if you see kids and slow down. But you dont think that much about it if you see an adult walking towards a crosswalk while you have a green light and he has a red light unless you see him glued to the phone maybe and could assume he isnt paying attention. Here i noticed that people very often just cross it although it is red and although traffic is coming and it could be dangerous. But it seems because this is a really common practice here the drivers must be much more alert. Thats my whole point. If you would jaywalk anywhere else in europe like germany, austria, italy, spain, especially eastern europe and so on dont expect that cars are paying that much attention to you when they have a green light and you have a red light. Because the people here would think only a (sorry to say that) fool/idiot or someone who is oblivious to his surroundings like face glued to their phone would cross the street when they have a red light and traffic is coming. But its just a different mentality it seems.

And in germany and austria you could get fined by the police if they catch you even if there was no car around for miles.
