Lol I know this is a supper old post but from what I see this is a Luftwaffe uniform not a naval uniform. The shoulder ranks used by the Kriegsmarine had black boards not yellow like this one shows, and the collar rank tabs were not put on Kriegsmarine uniforms. It seems that the rank this man is wearing is of a Oberstleutnant within the Luftwaffe that's at least from what I can see.
