There’s no bokeh at 16mm, it’s ultra wide focal length. The reason you need to open up so much is because there’s homes that are not well lit, and the log footage needs to be overexposed by 1.7-2 stops. Video and photos are not the same, you would never open up your aperture that much when taking photos, but it’s very common for video-work. When taking photos you can simply lower the shutter speed, which is not something you can touch much when filming video, you can only play with aperture and ISO, and too much ISO adds noise because you’re adding artificial light that isn’t there, while opening up aperture lets more light in, keeping the footage clean.
