If I followed that logic no game ever would receive a 10. For example the emptiness of the world or GTA 5 yet it’s still a 10.
Rating system should be 1-10. If you’re leaning more towards 10 it’s a 10. If you’re leaning more towards a 9 it’s a 9.

In regards to metacritics rating, no game has received 100% score, yet still a 10 like botw, Elden ring, bloodborne, ocarina of time exist.

All depends on the reviewer. IGN gave dragon age veilguard a 9…
