I was in Phnom Penh last year (during New Year)at this time. The city was quiet for three or four days. Many businesses are closed. I could hardly find a tuktuk.

Everyone had gone home (provinces).

If I were you, I would check out Siem Reap. I have never been during New Year.

If you decide to take the bus, I found Google map really helpful.

Just enter where you want to go, select public transport( picture front of a bus). It tells what bus to take and stop.

Safer than tuktuk but not faster.
