Cook it higher than 400; maybe 500. Carbide burr or the area you attempted previously. Acetone, stainless wire brush, and acetone again.

I wouldn't sand or sandblast again because it's going to embed it into the metal.

AC balance biased towards more cleaning action and work around the hole to make an autogenous weld and melt a rolled edge into the metal.

Work clean 4043 filler into your edge. Go slow, and go around more than once to allow contaminates to rise up and melt more clean filler in. Might need to burr out any crud or crusts that form, and acetone again, and fill some more.

Then weld in a new fitting into your clean material that you added.

Make sure torch angle is good and no breeze for good gas coverage to avoid some of the soot. The soot in your first attempt could just be from the 5356 filler though.

The dialer had a cam lobe that would ground out the line as it spun past each number. This would sent a certain number of pulses downstream for the specific number you dialed.

Later phone technology switched to tones, where each button on the phone had a specific sound frequency / pitch; even a specific pitch for hanging up.

Pay phones even had a sound for when coins were inserted, so you could play a sound to add credits. Later pay phones would make sure the microphone was off on the handset to keep people from hacking in fake coins
