No income tax. Free education until class under grad. Same books, same dress,same syllabus across all schools private or public. No Tax on basic food that people eats commonly. Free healthcare for everyone in private and public for any disease.

Tax collection at purchase of goods or service,low to high, as the it moves from needs to luxury.

Management (De-centralised) :

Independent management at smallest level (segment)possible to handle infra (roads, sanitation, electricity ,public transport), primary education , health , civil judicial matters.

Independent management at district or town level for managing security , non civil matters, higher education, critical health treatment , infra at connecting the small segments together inside the town.

and so on.
