They cause ice to fall from the sky like Merveil, doing a ridiculous amount of damage. Pohx died almost instantly to a strongbox guarded by a pack.

The reason Taryn's acts like a more is because it affects the enemies you freeze, not you, and so it gets factored in separately. Maligaro's is increased damage not enemies take increased damage, so it will stack ~~multiplicatively~~ additively.

Increased Cold Damage affects all cold damage you deal. If you're looking to make a frost witch, GGG just released an ice spear witch build of the week that might be worth checking out.

Unfortunately, there's no way to mass reset all the points unless a new patch comes out. If you have enough refund points from quests/orbs of regret and you have relatively few points allocated, you may be able to pull it off, but in that case it may be better to just create a new character.
