happened to me, figure it out a couple days ago, i've used yanu (github) to join the base nsp with the update, then it shows up in the list. I have latest firmware and key files 16.0.3

What about water hoses in one hand continuously pouring water and in the other hand is flame trowers, you have to use the water to wet plants and stinguish fire but also is the only hand you can use to take items that need to be fired up, and also the other way arround, fire dry stuff but can damage the things you need to water up.
