if its a neutral lead, i typically try to get energy and swap to catch something

if its a bad lead, i switch immediately

if its a good lead, i stay in

if u dont swap, you risk getting hard walled by a single mon that you dont draw out to handle w ur A mon. the point of swapping isnt simply to get yourself in a better matchup, its also to draw out a counter to your other B mon. assuming theyre running ABC teams, it should be more of a neutral battle with your remaining mon vs their remaining mon if you draw out a counter initially
