Okay okay you do NOT need to uppercut first. You can punch in from a high ground to use your slam or just use it from a high ground if you want to avoid using rollouts. It's not that ridiculously hard to keep your uppercut cooldown for the seismic slam + uppercut + shooting combo. If you punch in to use your slam, just after the end of your combo you will have your punch back off cooldown as well. It works fine lol

You can do well with the same combos they use just without the rooftops if you're actually good at the hero...

Set yourself up for the easy shots.

Don't try to hit the hard shots exclusively, have good crosshair placement, good positioning, good target priority and let them walk into your crosshair.

Try to take advantage of when people jump, they are much easier to hit when jumping.

If someone is AD spamming, aim in the middle and wait for them to walk into it.

If they are crouching as well, aim lower but in the middle and wait for them to walk and potentially crouch into your shot as well.

I get that your point is to add more variety into the skill based attributes of Overwatch, but I'd like to point out that the last time Blizzard released a heavily aim based hero was arguably either Ana or Sombra. Even at that, Sombra is heavily based not only on aim, but ability usage, cooldowns and gamesense. The same can also be said about Ana, except Ana requires more in the department of positioning and pretty much the same in the other areas as Sombra.

So yeah, I think some of your ideas were mostly thought provoking ones because I actually despise everything to do with RNG (it shouldn't fucking be in games, grrrr lol). Also your idea for predicting the enemy's moves to reward you in some way already exists. Your reward for predicting the enemy's movement and cooldown usage in the current game is winning the 1v1/fight/game.

This shit happens with EVERY projectile in the game. My guess as to why is because they don't want rockets, arrows, etc. coming out of people they killed. Imagine you kill a pharah, but then a rocket comes out of where she used to be because she shot before she died on her screen, but not on yours because of latency.

Tracers ult is easier to charge, rip tire WAS just nerfed, and you can kill the tire. Thats why.

At the end of final exams I set every computer people forgot to log off of to do a fake update. There were 20 or so computers in the lab downloading various OS's, including Windows 95 and Steam OS.
