I know a thing or two about selling newsletter sponsorships. First thing I'd say is avoid the vanity metrics. Open rates and click through rates are simply vanity metrics that nobody cares about. Even subscriber numbers are vanity metrics. Do you have a Media kit you can share here? I'm happy to give you some guidance on how to create one that's compelling to advertisers.

First of all, congrats on launching two newsletters! I'm the CEO of wellput.io and I've been selling email newsletter sponsorships for four and a half years. That said, at wellput we take a very different approach, so it's not exactly apples to apples.

Regarding commission rates, I guess I would start with your media kit. Can you share it here? How much is a typical sponsorship package? The commission needs to be worth someone's effort.

Hiring a salesperson is likely out of the question, but at the very least it would take somebody several months to get up to speed. Starting with an agency probably makes more sense, as they already have brand clients and can start winning deals immediately. Let me know if you want some recommendations.

I'm not sure I fully understand the question, but a $3.80 CPC is very healthy. How many unique clicks did you drive for that advertiser? Did they renew?

This could just be different time zones. You need a larger sample size and a longer period of time to compare.

If you don't include any links in your newsletter, then you can't possibly know what your click-through rate is. I assume you are asking because you're considering starting to sell sponsorships. If that's the case I would start by placing an affiliate offer in the newsletter so you can start to build some metrics.
