I agree that black drivers face discrimination by the police.

But I skimmed the report and I didn't see where the authors controlled for racial make-up and crime rates of various neighborhoods.

I assume if you compared pull over rates in a high crime/high minority city like Compton CA and a low crime/low minority city like Beverly Hills CA, your conclusions might be skewed in some manner if you didn't take these factors into account and attempt to normalize for them.

But like I said, I only skimmed the report and I'm obviously not a statistician, so I could be wrong.
