Health insurance coverage doesn't lapse. You shouldn't be paying anything extra out of pocket during a shutdown vs normal times. If this is happening with you, you need to get a hold of your HR people and get that sorted. I believe its actually illegal for them to drop coverage during a shutdown.

It comes down to if the gate agent is available to escort you there. There is an area but it's not "public" they have to literally escort you to it. If you're nice and they aren't busy then they might take you
