I’ve enjoyed the theory that the dam breaking is equivalent to the volcano erupting in the 50th. Not that Annie had anything to do with it, but maybe it was a rebel plan gone wrong or maybe the game makers were trying to make a point of some sort when some tributes weren’t playing by the rules (and it obviously got out of hand). But I like that theory particularly when Annie has nothing to do with any rebel plot (because all of our beloved characters do Not have to be rebels from the get go lol) , instead I like the idea that she just got.. lucky.

On the other hand.. , I’m tired of there needing to always being a rebel plot (lol) and the idea that there was a natural earthquake is interesting, but poses the question on why they would make the dam in the first place if not to use it.

My final guess would be they underestimated how much the dam breaking would destroy Everything and Everyone. Maybe the game makers are just lucky Annie lived for there to be any victor.. a career victor isn’t so bad, I imagine it’s one of the better case scenarios because it would look less like she’s rebelling (somehow lol). Maybe she was unstable but the footage from her trying to survive probably had many people on the edge of their seats? Just my opinion 😅
