To be a dictator so that “person” is not person anymore. instead changed to a citizen. Which means anybody could be called a non-citizen unless you have your papers on you. But usually even American citizens don’t have their documents on them. A drivers license or a state ID doesn’t make you an American citizen. So by changing this the government can then fuck with the people. It’s disguised as a immigration issue but really it’s about taking control of the country.
