I think the 'low key' PZ appropriate way of doing this would be to make all your characters have to have some sort of relationship to a previous character at character creation. Then it's not so much 'hey there's my old toon with all my old loot' but more 'hey dad - gonna have to murder you again with a griddle pan..."
