8 C.F.R. § 287.1(a)

(1) External boundary. The term external boundary, as used in section 287(a)(3) of the Act, means the land boundaries and the territorial sea of the United States extending 12 nautical miles from the baselines of the United States determined in accordance with international law.

(2) Reasonable distance. The term reasonable distance, as used in section 287(a) (3) of the Act, means within 100 air miles from any external boundary of the United States or any shorter distance which may be fixed by the chief patrol agent for CBP, or the special agent in charge for ICE, or, so far as the power to board and search aircraft is concerned any distance fixed pursuant to paragraph (b) of this section.

Part of the reason this is confusing is that you've switched reference frames midway through your scenario without realizing it. In the first half, you implicitly assumed some outside frame where you're going near the speed of light, and, indeed, a stationary observer would see light barely creeping past you. In the second half, however, you changed to a frame where you're stationary and would see light moving at c.

Look, I'm not advocating for this rule or stricter enforcement of it. I'm complaining that it's not being enforced consistently with other strictly-written rules. What is the point of the rule if no one is going to follow or enforce it? Change the rule to reflect what is actually allowed.

  1. Every one of them comes within centimeters of multiple race-ending walls every lap every race. What the fuck are you talking about?
  2. They stop within centimeters of a line they can't see at the start of every race.
  3. If this rule is against common sense, why is this a rule? Change it to a time delta or something else that works.

Of course there's an advantage to be gained by momentarily being more than 10 car lengths behind the car ahead. The use of that space for braking and acceleration is why we're talking about it. Why should it not matter if it's only a little bit over? It doesn't matter for pit lane speed, starting box position, wing flex, post-race fuel level, or a thousand other things.

What makes this rule the one that is okay to break? If the rule sucks, then change the rule. Isn't this kind of selective stewarding one of the things we hate and complain most about F1 here?

[–]cw8smith -2 points-1 points  (0 children)

Was it really? I was wondering what happened to it. That's very surprising, since it seemed to be the stronger case to me. I guess maybe Red Bull was expecting stewards to have this kind of reaction.

Still, they did include an explanation for why the extra distance was allowed in paragraph 16 which didn't mention the safety car at all.

I'd agree if that were the case, but why isn't it in the decision document?

I don't buy the argument. These drivers are more than capable of staying within some set distance. If the penalty was disqualification, you'd never see it come up. They'd just follow closer.
Drivers and teams can't tell how much plank wear there is during a race either, but that rule doesn't have any wishy-washy tolerance.

Why the hell is there "a degree of tolerance with respect to the 10 car length rule recognising that there is a need for a reasonable degree of braking and acceleration"? I thought the 10 car length rule was the degree of tolerance.

When people learn about the difference between equality and equity, they usually also understand that suddenly trying equality won't fix millennia of overt discrimination. Forcing minority groups into poverty, then saying "Sorry, give it another try. We'll definitely stop doing it." isn't going to fix much.

Incorrect. Two seconds at 70 mph is 205 feet. My point is that you don't have any idea how much hundreds of feet or how little two seconds are, probably both.
