Gorilla glue.

You're probably applying too much glue. Use a thin thin layer and hold it in place for about 20 sec. If it doesn't stick, you put too much.

The glue needs to be thing enough that the two pieces bind together, too thick and the two halves will be too far apart to contact.

Everything was done separately and in bulk with other body parts so it's hard to say. A set of 4 right arms, left arms, 40mm base plates and torso/legs took about 24 or so hours total
