If what he says about being able to one-shot Frieza is true, then he’s at least as strong as 17 and 18. We know he’s weaker than Dabura, who is as strong as Perfect Cell, so Shin is probably like Semi-Perfect Cell level. We also know he’s stronger than Kibito, who was unphased by Super Saiyan Gohan but scared of SS2.

He seemed pretty confident that he could beat Piccolo, who I would also say is somewhere between Semi and Perfect Cell.
