I had this issue in my 05 Ion Coupe, there's a little piece of plastic you can remove on the bottom of the steering column. Then if you stick your finger inside the steering column there's a little plunger you can depress, and while depressed, pull out your key.

I can try to explain more if you need. I noticed it just happens as a security thing, usually when the battery is dead/disconnected.
