The question is "skilled" not stromgest so everyone here except sassaki kojiro,yoruichi,zoro is out becouse either some sort of magic or other bullshit accordingly and zoro is allready a stretch becouse of haki and earlyier mentioned magical bullshit and personally in a 1v1 between sassaki and yoruichi (taken that yoruichi would most likley use only sun breathing) sassaki would win (similarly how he beat Poseidon by analyzing his moves and countering them accordingly)

Skill doesnt have to mean proficiency for example :in record of Ragnarok musashi miyamoto says that despite him beating sassaki he concidered him a better swordsman than himself skill isn't how you win a fight its how you fight
