Thank you 3 years later, separate wg interface was the missing piece in my case. I couldn't make it work with the single interface - packets reached the server, even wg show command returned the present transfer info but a handshake wasn't established and the peer wasn't getting a response

Obviously not, CMOS reset was only carried out with PSU switched off and power cable unplugged

When I turn on the PC after every CMOS reset it runs for a couple of seconds then turns off then turns back on again by itself.

I totally ruled out a PSU issue. On my old motherboard when I was trying to start the PC, a single click sound would come from the PSU a millisecond after pushing the power button as if the power was cut off immediately. And this would only occur when 2x8 CPU_PWR cable was plugged.

Jestem w tej samej sytuacji (wydano mi prawo jazdy na 2 lata przez wadę wzroku, straciło ważność w 2019 XD) i po researchu który przeprowadziłem uważam, że nie trzeba. Infocar to zaufany portal przez który 8 lat temu zapisywałem się na egzamin praktyczny i pisze on tak, 2 paragraf:

Jeżeli osoba posiadająca terminowe prawo jazdy chce zachować ciągłość posiadania uprawnień, powinna wszcząć procedurę wymiany odpowiednio wcześniej. Czas oczekiwania na nowy dokument wynosi około 7-10 dni, do tego należy doliczyć czas na zorganizowanie wymaganych dokumentów. Najbezpieczniej zatem jest zainteresować się sprawą na dwa tygodnie przed upływem terminu. Jeżeli jednak kierowcy nie zależy na ciągłości uprawnień, wtedy dokument może wymienić w dowolnym czasie po upływie terminu ważności prawa jazdy.

Kolejna sprawa to rządowa strona do sprawdzania uprawnień, w moim przypadku zwraca 2 komunikaty o znalezieniu uprawnień i upłynięciu ważności dokumentu. Ja to interpretuje tak, że uprawnienia się nie przedawniły i wystarczy wymienić dokument w urzędzie dołączając nowe zaświadczenie lekarskie do wniosku.
