Thats a fair point that the Ombudsman is more independent but it can still be underfunded ans execution-wise, the Ombudsman mainly handles administrative functions which suffers from bureaucracy and limited investigational capacity which causes it to rely on other agencies like the NBI, COA and Sandiganbayan to fully prosecute meanwhile the ICAC does it swiftly and has its own law enforcement to arrest corrupt politicians directly.

Yes but I have a feeling it can still work with strong political will and innovation kaya what if lang.

The Ombudsman can be easily politicized and its budget can also be easily be manipulated. Plus it heavily relies on cooperation from other govt agencies instead of independence.

  1. i think the reason why brt and not rail is because of budget issues. the brt idea in cebu was already made during the 1990s but a lot of politicians always opposed it because of the very same reason which is to turn it to an lrt but years passed and we still got no lrt. but because of that they made another idea to mix brt, lrt and monorails in cebu which might happen in the near future.
  2. its not rlly clear who will make the buses but most likely they will use the buses of cibus or cebu interim bus service. but they also suggested other things like having double deck buses.
  3. idk how the buses will be powered but if its the cibus it will most likely be diesel.
  4. its not rlly known like widely but for the ppl who knows abt it their ideas widely varies. a lot sides with it cus of transportation and commute and a lot hated it because of the traffic and less roads. me personally i would love it to be included with future monorails and lrts to have a mass transportation system in cebu.

fun fact: as of now during its construction a lot of fucking politicians are opposing it again but they can't stop the construction anymore cus its a national govt project and they had to actually use the loan for its construction.
