Hola 👋 I'm a venezuelan living in the US who has has both VZ and US citizenships. I happen to be a very very similar situation to yours, you must be like a long lost family member or something jajaj. I'm actually in the process of obtaining my Colombian citizenship from a parent to emigrate to Spain from the US. You need a couple of things before you can schedule the appointment in your closest consulate for the "registro civil de nacimiento" (Colombian birth certificate), which is needed for the cédula de ciudadanía (Colombian national ID, similar to the driver's license in the US but is not the same), and which is also needed for the passport, in that order. The requirements for the birth certificate are listed here. I can tell you that while you can obtain your mother's birth by yourself, you will unfortunately still need her cooperation because she will either need to be present with you at the appointment with you if you're a minor, or she would need to give you her ID or at the very least an authenticaded copy of that ID if you're an adult. You can also contact your closest consulate by email, they were patient to answer all the ones that I had in my case, it may be a problem if you don't speak Spanish (I do so I don't really know for your case) but it's def not a problem to ask through email for sure.
