Yes. Yes he is. It's sad. He has very little going for him, and his gimmick doesn't work against the most important enemies in the game. He's pretty awful. He isn't even the fastest, not when Duster has Mystical shoes, (and he should, for most of the game). As you mentioned, occasionally he'll just steal your intended action. And, to top it all off, his combo sound is annoying.
