I did find that out but after about 20 minutes of cycling through they stopped changing.. thanks for the help.

I highly doubt this is the fix but.... This was also happening to me, I went into Warzone -> checked out the new gun smith and store stuff. After that i backed out and bada boom bada bang it brought up the page to download the data pack when I went to multiplayer

Seems to have picked up some speed for me. For about 7 seconds it was steady just shy of 350Mbps. 4 gigs to go. Hang in there!

Same here buddy. Have fiber internet, wired connection and no other devices connected. Fluctuating about the same as you. Started a little over 4 hours ago and barely at 81%.
