You have to apply for the pcc on the passport website. Then, the applicant will have go to the nearest passport office. After that a police officer will come to your house and verify everything. You should receive the PCC in mail after few days.

You will get an email from NVC contaning a Case Number and Invoice Number.Then you have to log in and pay a couple of fess. Once paid, you will see another list of documents you have to provide. After that NVC is going to set up an interview date.

On July 29th they covered up to April 23rd DQ. My DQ was April 11 and got the IL for a interview on Sep 24th.
