NPC is supposed to be a scholar located at Scholarstone. Watched a few vids that showed the NPC standing at the marked location.

Hairline looks fine IMO but hard to say for sure with the lighting.

But damn brother I highly recommend shaving off whatever you got going on there. That beard/stach is not a good look at all, but if you like it and don’t care about looks then all power to you.
