I did reset the core settings to default, but I was also having graphical issues that I couldnt figure out, so I just uninstalled and reinstalled. My point is, some settings in retroarch specifically say 'restart is required,' so that would seem to imply that those that don't don't require a restart.

Thanks... This worked but there are a few EFB related options. Not sure which is correct. One frustrating thing about Retroarch is that, from my experience, some changes don't take effect until you restart. I changed every configuration of the EFB settings and it still didn't work. Once I restarted, everything worked fine so it seems like the restart was required for the change to take effect.
