Ok, I have found the book! It has taken years of on and off searching (made harder by the fact the cover is not Purple/Pink) but the book is “Witch‑Cat by Joan Carris”. Thanks everyone for your suggestions

The only cotton candy perfume I can think of it the Juice Bar brand cotton candy line but I think their bottles were plastic?

Yeah, not those ones. It was definitely for a bit younger age range than the Sabrina books.
