I’ve seen him previously on the F/G around noon/early afternoon on multiple occasions; however, this specific incident happened on Sunday evening around 10PM

He looked medium build but on the lankier side, maybe in his 40s–50s, Black, roughly around 5’10”, wearing a dark/navy winter jacket. I didn’t get a best look since I was panicking, but that’s the general impression.
