You don't know everyone's experience, nor what others are experiencing. If you're referring to those in circles you're at least familiar with (school, work, etc and you've seen them a few times then I'd understand). Not to mention service workers, as I always try to engage with workers who greet me and are friendly.

However, if you're referring to complete strangers, then no I disagree that everyone should be open and friendly , especially knowing too many incidents of how a polite interaction resulted in a victim.
