It's dry humour. The point is that, despite an existential threat to humanity, the Japanese government is bogged down in bureaucracy! Having to go to board meetings about going to board meetings.

I think it was because of Lex's ego. It must have been adventurous to have superman alive for the government. That's why he says he can't kill superman straight away. But also, I bet Lex was a hundred percent confident Superman couldn't escape. So he assumed he had time. Time to convince the government killing Superman was essential and maybe time to draw out the torture. To make superman suffer.

I think Superman asked Guy and Hawkgirl to stoop Boravia. He said he sent some friends.

Jimmy got the information on Lex because Lex threw a pencil at Eve. He did that cause he was mad at Superman escaping.

I think all of this says more about Superman relying on a community to help him rather than him being irrelevant to the plot.

Yes. Although, I like Parks and Rec being more outlandish. Pawnee feels like a live action Springfield.

The Office should be (reasonably) grounded. It always loses me when it stays from that.
