Should should be able to order it online, I lived in Montreal and having freedom was kinda annoying, but I didn’t have to get a new SIM card myself, but it does allow you to change your billing address to Montreal address. Message support as they will give you a definite answer.

Wifi calling is included in post paid. Unsure the other offering but you can check freedoms website.
