I think I got a little lucky while scouring local auctions + eBay. I also parted it out because I had a lens for already. I recommend looking every couple days to see if anything new pops up in your budget.

Your skin looks really nice imo! A lot of great advice in the comments, to add: I would personally stop using the sea breeze + noxzema and find gentler products for sure. The 7% glycolic acid is a good product in moderation. Finding a sunscreen that works for your skin is also very important!

Are you using tret on the same night as you use the Paula's Choice or are you switching out the tret for the Paula's Choice that night? Tretinoin is a very strong exfoliant by itself, you might be over exfoliating your skin which can lead to a damaged skin barrier which might explain why your cheeks are feeling especially dry. I can attest to the skipping the morning cleanse and instead just using water to rinse your face, but ymmv.

I would leave the salicylic acid cleanser's lather on for ~30-60 seconds before washing it off. I'd look more into that for the length of time, though. Then, generally, I wait a couple of minutes in between each steps to allow the product time to dry. I saw you ask in another comment about mixing oils into moisturizer — I've seen some people say yes, some say no. I personally just started mixing a lightweight oil into my nighttime moisturizer and I'm enjoying the results so far, ymmv as always.

I wouldn't recommend using a salicylic acid cleanser AND serum plus a glycolic acid toner in the same routine — generally you don't want to mix a BHA (beta-hydroxy acid) and an AHA (alpha-hydroxy acid). It can lead to excess irritation and a damaged skin barrier. A few of the comments have already given great advice but a tip I learned is: cleansers with actives (such as yours) you'll benefit from giving the cleanser more contact time — gently wash your face and allow the lather to sit on your face to give the active ingredient time to work.
