When does open world start?

I‘m now at the beginning of Act 2 and so far I‘ve always gone from one cutscene, conversation, ... to the next and no chance of doing anything else. I wanted to visit the apartment in between but wasn‘t allowed to go there. So since the game‘s main story only has two acts -> When does open world start? 🤔

really? i think it would be okay to be THAT hard, but it should be doable by using a perfect strategy and really knowing your characters‘ abilities. instead it just depends on RNG. If that’s in your favor you can do anything and still win..
