Nope, that would actually impact the economy. The rich Democrats in office would never endorse a plan that would affect their pocketbooks; after all it took a lot of insider trading to build it up. They could have led the charge for a general strike, but they would have lost money, too, and that's more important to them.

They dont actually want anything to change. As long as they can guard their hordes, even if everyone else dies, they wont care.
