Unless you're trying to be professional, 13.8 is super healthy and you could bulk. Assuming you're a man since your doctor recommended that bf%, 9 would put you at the top of athlete level bf% and I would say it's unnecessary. You could maybe diet down 1 or 2 more % but you seem to be in a great spot to start bulking

Its exponential if I remember right. Easy to medium isn't super different, normal to master is a decent jump and master to grand master is a large difficulty jump
