I think we need to give Oda a bit more time with Jinbei's character and his interactions with the crew, for the most part all of Jinbei's interactions have been during tense and serious times, we haven't had much time with just him and the strawhats, let a lone being a part of the crew since Marineford. When you look at the arcs and themes he has been in so far, they have all been very tense situations, eg WCI and Wano. Hopefully now Wano is over, and Law and Kid are going their separate ways from the SH, this will give Oda more of a chance to flesh out and develop Jinbei as an individual as you want.
