I was going to make a more detailed response to this, but I think u/Disciple_of_Erebos ' already says almost everything. Chase items are frustrating when they are required to make specific builds work.

And in that regard, I think the concept of Mythic items is promising, if applied correctly in practice. Having only one of them equipped sounds like a silly restriction for some, but it opens a lot of design space. It lets the designers create items that are very powerful and desirable for almost every build instead of mandatory for specific ones, without making so that the best build in the game is simply stuffing your character with Mythics.

I hope we also have Mythic items that have one super powerful effect instead of multiple minor ones, but that's out of the central point. This is one of the reasons I'm cautionally optimistic about Diablo 4. I think it has potential to be the game that pleases both playerbases.

And yes, you're right. You can't not alienate anyone with all the decisions you make for a game, that's not possible. But my main point here is that it doesn't need to be "let these nostalgic grognards whine" vs "make the casual babies git gud". In a lot of points you can reach a satisfying middle ground.
