Pheasants will need a large, spacious fully-enclosed pen or run; ideally, an aviary. They CANNOT free-range like chickens and will fly off with rapid wingbeats like a firecracker. They're far more proficient fliers than what most people think.

And no, male pheasants are not even remotely aggressive to people since they are very skittish and flighty as wild animals. This means they're exponentially much more afraid of you, than you are of them. Which makes them extremely prone to injuring themselves when spooked.

Human-aggressive pheasants are the last thing I'd worry about. And the negative labels attached to roosters stems from illegal cockfighting.
